The first week of the 2016 session is in the books. It has seemed a lot more manageable and less tense in part because the “big issues” aren’t as divisive and the opinions aren’t as passionate… yet. Here is a quick recap of what I predict will be occupying more of our attention for the next six weeks:
Education Funding and “Special” Initiatives
I would hope we can fully fund growth and fund at least a 3.5% increase in the WPU. But this will come into direct conflict with my colleagues who want to earmark education money for special projects. I will stay consistent in voting for local control and flexibility.
Water
I know this isn’t something we talk a lot about and it doesn’t seem to get a lot of media attention, but it’s a major problem for the state. We really do have to think about how to do the best we can to support expected population growth in an arid state.
The Internet Tax
I don’t want to get too political on this issue, but I have mixed feelings. It’s more likely than not going to have to be fixed at the federal level (Rep. Chaffetz is working on this.) However, there will be a push this year to get Utah involved in the fight and it’s already drawing resistance. I will only be in favor of a solution that a) reduces rates for other purchases to offset the revenue and b) is simple to administer for those that have to collect it.
Public Lands
The Legislature needs to decide what the next step is. It will be an interesting discussion for sure.
Cannabis
While I support the concept of allowing people to participate in medical research to find out what works, how it works, and for whom, this is complicated by federal laws that really cause problems getting to where we need to be. I’d certainly enjoy hearing your thoughts on underlying principles to guide thinking on this issue.
